fox 5's sherry ly is live on the scene with the latest chapter of this ongoing problem. >> reporter: good morning. you can bet that today will be another day for people here in the bloomingdale neighborhood to start cleaning up. there is still some debris washed up in the flood waters up here. it is almost look you can see where the water line was as the water rose. it often floods here. that is what happened last night as the rain came down. the street filled with water sweeping cars down the street in fast-moving rivers. people had little time to react the the d.c. fire department rescued several people trapped on their cars or on top of them. some cars a total loss. this all comes less than two weeks after city leader announced they had formed a task force to try to figure out what is behind the constant flooding. d.c. water is inspecting the tunnels to search for possible blockages, something that could be addressed immediately. a long-term plan is in the work but won't be done until 2025. >> i kept tabs on it. i would like to know whatter when a going to do. we can't wait for 20

the dow is higher but the nasdaq and the s&p 500 fell yesterday, not by much. we had very small moves. but we did have volume pick up which is a good thing. more traders back at work. disney shares and disney is a dow component, they surged to an all-time high yesterday. that is the reason that that dow is 11 1/2 points higher. this morning, we are higher as well across the board. >> let's talk about the new gallup poll that says there are not a lot of people worldwide working full time. >> the numbers are tribing. it is important to note this today. -- the numbers are striking. gallup says just 27% of the world's population works full time and full time is considered 30 or more hours a week. here in north america, it is a little bit more, 41%. but for the world at 27, that is pretty low. if you look at recent day a, yesterday we got a labor and productivity report that showed our productivity is increasing. so we are all working more because our employers are not too keen on hiring new workers. so many of us are doing double shifts. you know how that feels, ri

in fox 5's melanie alnwick has details on how this could affect your child. >> reporter: good morning. yes, we have seen some of those arlington county buses here already this morning. but these new rules mean that fewer students will be able to ride those school buses. now, in the letter that was sent out to parents over the summer, notifying them of the changes, parents were encouraged to help find safe walking or bike routes for their children. but many say these changes are just going to be more cars on the road as they decide to put their kids in the car and drive them to school instead. the first letter to parents came out in july for the 2012 school year arlington will strictly enforce the walk zones. one mile for miles an hour a mile and a half for middle and high school students, 12 bus stops at 5 different schools that were within those walk zones have been removed. the superintendent said two years of parent complaints about bus overcrowding delays and long travel times had the system reevaluate its bus policy. they also said the changes aren't motivated by money. >> we loo

fox 5's melanie alnwick is live at police headquarters in northwest with more. melanie. >>> reporter: the victim in this latest attack just moved to d.c. a week ago for an internship on capitol hill. tuesday night, he was punched, kicked and robbed of his cell phone. he says he didn't know about the previous attack on august 18th and now he has come forward because he wants to make sure other people know what's going on. his name is casey adams. he says two men jumped him. they caught him off guard while he was on his cell phone walking home after midnight. the 26-year-old has cuts on his face and a fat lip and police are looking into whether his late-night attack is connected to another one a couple of weeks ago. tc maslin was beaten and robbed, as well. both crimes on north carolina avenue southeast near eastern market on capitol hill. police released surveillance video last week, they say people in this 2005 hyundai sonata were trying to use tc maslin's credit card near the crime scene. casey says his attackers also took off in a car but he didn't see it. he
